ARM: dts: msm: Add qcom regulator-hw-type DT property

Add "qcom,regulator-hw-type" device tree property
to identify the right mode values for PMIC4.
Also rename the mdm9607-rpm-regulator.dtsi file to
pm8019-rpm-regulator.dtsi to align with the current
kernel naming convention.
