Revert "net: qrtr: mhi: Remove timeout and interruptible"

This reverts commit 10fcbc96.

There is a deadlock between sysmon, esoc, mhi and qrtr that is
alleviated with the send timeout. Add timeout and interruptible back
in to prevent the deadlock.
