msm-vidc: Modify encoder configuration for power savings mode.

- Earlier changes, the entry criteria for LQ mode is configured
  based on mbs/frame and fps which is causing the low resolution
  and high fps to run into LQ mode.
- With current changes, the configuration for LQ mode is
  modified based on mbs/frame and mbs/sec.
