Revert "arch:arm:mach-qcom:Kconfig Added PM_LEGACY driver to compile" 



Since Enabling the driver from Kconfig got merged,
before the LPM driver changes merged,kernel tip is broken.
Inorder to fix this problem reverted the change.

This reverts commit bd713cc1.
