power: smb1390/battery: update ILIM configuration logic

Current design configures SMB1390's ILIM as minimum of settled
AICL or FCC/2, update this logic to configure ILIM as minimum of
ICL or 3.2A(max. ILIM) for parallel configuration where SMB1390 is
directly connected to VPH node. Configuring ILIM to higher current
will keep SMB1390 out of ILIM condition.
