defconfig: Minimal Kernel config for qcs610

This config derives from base of sdmstepee-perf_defconfig
As a part of configs framentation, the below tech configs are
removed
	-SELinux
	-DM-Verity
	-Media
	-Camera
	-DRM
	-Audio
