pinctrl: qcom: tlmm: Add support for PDC muxes

Support targets that support wake gpios through PDC muxes, where each
GPIO is routed to the mux that mapped to the PDC. Any of these muxes
could be used to route the GPIO to GIC through PDC. Enable this by
choosing correct input at the mux and monitoring the appropriate GIC
interrupt.
