defconfig: qcs405: enable ebtables config

Enable ebtables configuration.
In AP-AP mode, the second AP has ebtables rules installed for the
guest access policies. Hence ebtables rules are installed for the bridge.
Here we are installing the below extensions of ebtables:
 Filter, NAT, ARPREPLY, SNAT and DNAT.
