ARM: dts: msm: enable closed-loop CPR operation for VDD_GFX on msm8996



Switch from open-loop (CPR disabled) to closed-loop (CPR enabled)
operation for VDD_GFX which powers the GPU.  This ensures that
additional power is saved.
