ixgbe: Add support for NETIF_F_FCOE_MTU to 82599 devices



Enable netdev feature flag bit NETIF_F_FCOE_MTU for 82599 devices and enable
jumbo frame correspondingly when NETIF_F_FCOE_MTU is set.
