ARM: dts: msm: Configure switching frequency for smb1351 for mdmcalifornium

The default switching frequency of 750 kHz is causing a spur
on VPH_PWR when usb is connected at low temperatures, resulting
in an ORFS failure. To fix this, add the device tree property
to configure the switching frequency of the smb1351 charger to
1.5 MHz for mdmcalifornium v1.1 MTP.
