ARM: dts: Prevent L2 PC from occurring when Venus is active on 8953

The occurrance of L2 power collapse actually increases power when Venus
is active. As set "qcom,pm-qos-latency-us" higher than the normal
cluster latencies to prevent the power collapse from occurring.
Add 8953 recommended pm-qos value.
