ARM: dts: msm: Update the face detect clock rates for msm8996 



Clock rates needs to be in ascending order. 0th index
represents the default rate. Vector indices 1-3 represents
the frequency from svs to high. Updated the order to make
the device tree for face detect node compatible with the driver
