ARM: dts: msm: Enable cpu frequency mitigation for mdmfermium

Enable boot up and emergency cpu frequency mitigation
for mdmfermium. Configure high threshold, low threshold and
frequency value to be mitigated. Disable thermal features
in devicetree which are not enabled.
