ARM: dts: msm: Add support for speed-bin 1 for MSM8937

Add speed-bin 1 to support the fmax of 1.5 GHz and 1.2 GHz
for perf and power clusters respectively.
And also update the cpufreq table and CPR regulator node
for the same.
