pch_gbe: scale time stamps to nanoseconds



This patch fixes the helper functions that give the transmit and
receive time stamps to return nanoseconds, instead of arbitrary clock
ticks.

[ RC - Rebased Takahiro's changes and wrote a commit message
  explaining the changes. ]
