powerpc/cpm: Remove !CONFIG_PPC_CPM_NEW_BINDING code



Now that arch/ppc is gone we always define CONFIG_PPC_CPM_NEW_BINDING so
we can remove all the code associated with !CONFIG_PPC_CPM_NEW_BINDING.
