ARM: dts: msm: Adjust threshold for scaling Venus clock to 150Mhz on 8996

For encoder, 720@60 and 1080p@30 should run at 150 Mhz.  Since
1080p@30's load is slightly higher than 720p@60, use the former load as
the threshold instead.

Prior to this commit, 1080p@30 encode was running at 320Mhz, which was
incorrect.
