ARM: dts: msm: Hold QUSB PHY1 into reset with MSM8996 variant

On MSM8996 QUSB PHY1 is out of reset with chip reset. Due to QUSB
PHY1 is unused, it is causing leakage current with its power rail.
This change enables holding of QUSB PHY1 as part of its driver
probe.
