ARM: dts: msm: specify updated VDD_GFX CPR configurations for msm8996v3



Update the VDD_GFX CPR ceiling voltages, target quotients, RO
scaling factors, and max floor-to-ceiling voltage ranges for
msm8996v3 to match the most recent simulation characterization
results.
