ARM: dts: msm: Allow pm_suspend with USB device connected to HOST port

Commit 86b64c607a76a4 ("usb: dwc3-msm: Allow PM suspend in host mode
irrespective of runtimePM") adds system suspend support for USB
host mode. This change adds device tree flag to use the feature and
allows system suspend on automotive platform with USB devices connected.
