ARM: dts: msm: update VDD_GFX CPR voltage adjustments for msm8996v3 



Update the CPR open-loop and closed-loop voltage adjustments for
the VDD_GFX cpr3-regulator device for MSM8996 v3.0 and v3.1 chips
in order to align with hardware characterization results.  This
ensures stable operation across all parts and saves power where
possible.
