ARM: dts: msm: rampup bimc clock for hsoffload performance

WLAN softap hsoffload feature cannot achieve max performance
due to memory clock is not supported for 800mbps bandwidth.
To support hsoffload max performance, memory clock bumpup is
needed on the max throughput voting
