defconfig: mdm9607: Enable VLAN 8021Q support 



Enable CONFIG_VLAN_8021Q. This is necessary to support
VLAN and is part of supported feature in Neutrino
ethernet driver. which supports Ethernet Audio Video
Bridge (EAVB).
