defconfig: arm64: Enable command queue feature

Enable the Command Queue Host Controller Interface (CQHCI) support
present in host controllers of Qualcomm Technologies, Inc.
This controller supports eMMC devices with command queue support
as defined in the JEDEC eMMC5.1 spec.
