power: Add snapshot of qpnp-fg-gen3 fuel-gauge and dependent modules

Add a snapshot of the qpnp-fg-gen3 fuel-gauge driver and supportive files.
The fuel gauge driver does the SOC estimation based on the battery voltage
and current.

This snapshot is taken as of msm-4.4
