ARM: dts: msm: increase VDD_APCC MinSVS CPR ceiling voltage for msm8996 



Increase the MinSVS CPR ceiling voltage from 605 mV to 670 mV for
VDD_APCC thread 0 and thread 1.  This ensures stable operation at
MinSVS clock frequencies on parts which require higher MinSVS
voltages.
