ARM: dts: msm: allow a VDD_APCC CPR aging measurement at boot on msm8996v3

Add proxy consumer properties for the VDD_APCC apc0_cbf_vreg
regulator which result in a request for the CBF Nominal Fmax
voltage corner, 13, before clock devices are able to make their
own requests.  This request allows software to perform a CPR
aging measurement of the APCC CPR controller.  The VDD_APCC
voltage can then be adjusted down by up to 25 mV for un-aged
parts.

This modification has an implicit requirement that the power
cluster, performance cluster, and CBF clock are all operating
at frequencies compatible with the voltage of the CBF Nominal
Fmax corner.
