ARM: dts: apq: Add eMMC ICE config details for apq8096



eMMC controller on 8096 has an Inline Crypto Engine (ICE) which
can be used to encrypt/decrypt data going to/from eMMC.
Add max and min ICE clocks to sdhci_1 of 8096. This is needed
to scale up/down the ICE clock during runtime as per the load
on eMMC.
