ARM: dts: mdm: Add resources with QUSB PHY node for mdm9640

QUSB PHY driver needs to access QUSB2PHY register before USB controller
is out of LPM. To access this, it requires to turn ON iface_clk and GDSC
on mdm9640 platform. Hence provide required resources with QUSB PHY node
with mdm9640 platform.
