defconfig: msm: enable CNSS and HL_SDIO_CORE

For SIDO high latency qcacld driver, CONFIG_CLD_HL_SDIO_CORE should
be enabled. Because the default configuration is for PCIe low latency
interface.
The Kconfig rule of CLD_HL_SDIO_CORE is selecting NL80211_TESTMODE.
So there is no need to keep CONFIG_NL80211_TESTMODE=y in the defconfig.
Cnss platform driver is needed. It is necessary for SDIO enumeration
and other wlan functions.
