CAPI: Reduce #ifdef mess around CONFIG_ISDN_CAPI_MIDDLEWARE



Make the code a bit more readable be providing stub functions for the
!CONFIG_ISDN_CAPI_MIDDLEWARE case. Though a few lines are moved around,
this comes with no functional changes.
