defconfig: msm: Enable CPU frequency switch time profiling

Profile how long CPU frequency switches take. Enable/disable by echoing
a 1/0 to /sys/kernel/debug/tracing/cpu_freq_switch_profile_enabled
cat /sys/kernel/debug/tracing/trace_stat/cpu_freq_switch to see the
profiling stats.
