defconfig: arm64: msm-perf: enable MSM_FORCE_WDOG_BITE_ON_PANIC

Enable MSM_FORCE_WDOG_BITE_ON_PANIC in the perf-defconfig, so
that a similar reset flow is used as in the default ('debug')
defconfig. This may allow for some additional debug information
to be collected by TZ software upon the NS watchdog bite (ex.
CPU registers/state for all CPUs), which might not otherwise
be available on kernel panics.
