ARM: dts: msm: configure highest bank bit for ubwc for msm8996

UBWC decoder is failing without highest bank bit
configuration and output is corrupted. MDSS is
consumer for all multimedia module and producer
should also set the same highest bank bit while
generating the output tile buffer. It may show
corruption if producer is using different highest
bank bit.
