arm64: mm: Do not perform address checks if FORCE_PAGES is enabled 



CONFIG_FORCE_PAGES allows changing the page attributes for kernel text
segment via the change_memory_common function.
Skip performing the sanitary checks if CONFIG_FORCE_PAGES is enabled
to allow changing the permission attributes.
