ARM: dts: msm: Update KTM clear level for graphics in MSM8996 v3

In MSM8996 v3, graphics regulator supports more
intermediate levels. Update the KTMs device tree property
to make the voltage restriction clear to vote for the new
turbo level for graphics regulator.

This change will still allow MSM8996 v2 to vote for
the old turbo level for graphics regulator.
