msm: ipa3: update ep and resource group configuration

Update endpoints and resource group configuration for IPAv3.5.1
according to endpoint configuration excel and groups resources excel.
Update TLV\AOS configuration. Change infrastructure so that it will
be easier to add configuration for the next target.
