Revert "Revert "msm: mdss: Handle fb_release_all before cont-splash handoff""

The underrun issue which was thought to be happening with the commit
1313beec is now root caused. A change from frameworks side along
with the original change 1313beec is causing the underruns. The
final fix came from frameworks side, so reverting back to the orignal
change.
