thermal: tsens: Enable TSENS driver debug check

Add a deferable workqueue to set a critical threshold of 10degC
and check if the critical interrupt was received. Panic if
the critical interrupt is not received within 1 second of
enabling the critical threshold else schedule another round
of test to ensure TSENS controller is up after 3 seconds.
