msm: mdss: dsi: config max_pkt_size only when needed 



Currently, we configure max_pkt_size for every DCS read
command. Avoid sending max_pkt_size DCS command for every
DCS read by adding conditional check for the configured
max_pkt_size value for every DCS read.
