staging: xgifb: delete XGI_OpenCRTC() 



Delete redundant function. Also eliminates the following sparse warning:

drivers/staging/xgifb/vb_setmode.c:8033:6: warning: symbol 'XGI_OpenCRTC' was not declared. Should it be static?
