ACPICA: Utilities: Remove unused acpi_ut_create_pkg_state_and_push(). 

ACPICA commit 2a9ebd974aee41391f4b0edcd4f0cc5ee23ec2f8

Remove the function acpi_ut_create_pkg_state_and_push() that is not used anywhere.
This was partially found by using a static code analysis program called cppcheck.
