[ARM] 3365/1: [cleanup] header for compat.c exported functions 



Patch from Ben Dooks

arch/arm/kernel/compat.c exports two functions,
convert_to_tag_list and squash_mem_tags which
are not defined in any header files, and not
used outside arch/arm/kernel.
