drm/i915/gen8: Add WaClearSlmSpaceAtContextSwitch workaround



In Indirect context w/a batch buffer,
WaClearSlmSpaceAtContextSwitch

This WA performs writes to scratch page so it must be valid, this check
is performed before initializing the batch with this WA.
