 into timers/nohz

Pull more full-dynticks updates from Frederic Weisbecker:

 * Get rid of the passive dependency on VIRT_CPU_ACCOUNTING_GEN (finally!)
 * Preparation patch to remove the dependency on CONFIG_64BITS
