Staging: lustre: lnet: selftest: Made a function static. 



The following patch makes a function static as it was not used by other
files and not declared in the same file.
It fixes the following warning:
WARNING: symbol 'lstcon_init_acceptor_service' was not declared. Should
it be static?

The above warning was given by sparse.
