ARM: dts: msm: modify VDD_GFX CPR ceiling voltages for msmcobalt v2 



Update the VDD_GFX CPR ceiling voltages for MSMCOBALT v2 parts
with CPR revision 1 to 7 in order to match the most recent
hardware guidelines.
