cxgb4vf: Turn off SGE RX/TX Callback Timers and interrupts in PCI shutdown routine 



Need to turn off  SGE RX/TX Callback Timers & interrupt in cxgb4vf PCI Shutdown
routine in order to prevent crashes during reboot/poweroff when traffic is
running.
