ath: Reduce ETSI type4 radar detection thresh to 30% 



The radar detection threshold for all the ETSI radar
types is set to 50%. HL1.0 firmware is sending around
8-15 phyerr events for the 20 pulses of ETSI type 4
radar signal. This causes a lot of radar detection
failure for ETSI type 4, since the threshold is 50%,
i.e. 10 pulses detection.

Reducing the radar detection threshold for ETSI type4 to 30%.
